Signature Three: Identifiable execution gaps. When the performance gap can be specifically attributed to identifiable execution deficiencies — specific skills that are missing, specific processes that are inconsistently followed, specific management practices that are inadequate — rather than to structural conditions that would produce inadequate outputs regardless of execution quality, the gap is executionary. The structural floor defines the architecture problem. The execution-dependent variation above the floor defines the execution problem. And the appropriate response addresses each with the appropriate intervention — structural redesign for the floor, execution improvement for the variation.

Did that person's best work meet the standard the business requires? If yes, the structural conditions are adequate and execution is the constraint. If even your best available execution falls short, the structural conditions themselves are the constraint.

Based on the three stages, produce a diagnostic conclusion: architecture failure, execution failure, or mixed failure. If it is mixed, name what you believe is the structural floor — the output level the current architecture would produce even under your best available execution — and what is the execution-dependent variation sitting above that floor.

Then name the specific investment the diagnosis points toward: a specific structural redesign, a specific execution intervention, or both — not a general improvement initiative.

Now compare this conclusion against the working explanation you wrote down at the start. If they match, you had already reached, through direct experience, the diagnosis this framework reaches through structural analysis — a meaningful confirmation of your judgment. The information architecture Welch built was organized around the work-out process — a structured mechanism for surfacing organizational problems and solutions from the frontline employees closest to operational reality — and around the operating system of quarterly reviews that made organizational performance visible to the people with the authority to address it.

The authority architecture Welch built was organized around the Crotonville leadership development center — the structural investment in developing the leadership capability that his authority architecture required — and around the specific cadence of operating reviews that gave Welch direct authority over the most consequential resource allocation decisions while maintaining decentralized operational authority at the business unit level.

These structural conditions — taken together — produced specific and predictable outcomes. The rank and differentiate incentive conditions produced intense performance pressure that drove exceptional results in the businesses where performance was genuinely measurable. The number one or number two mandate produced strategic discipline that eliminated the organizational complacency that large diversified companies typically develop. And the operating system produced the organizational learning and performance visibility that allowed Welch to intervene structurally before performance problems had accumulated into structural crises.

The Architectural Fragility Welch Also Built

But Welch's architecture also contained specific structural fragilities — architectural conditions that produced extraordinary results under the specific environmental conditions of the 1980s and 1990s while simultaneously creating the structural vulnerabilities that Immelt's tenure would expose.

The GE Capital dependency. Under Welch, GE Capital — the financial services division that Welch had expanded aggressively — grew from a supporting financing function into the primary driver of GE's earnings. Welch built an organizational performance management system of extraordinary precision — a system so precisely calibrated to delivering consistent quarterly earnings growth that GE met or exceeded its quarterly earnings targets for more than forty consecutive quarters during his tenure. This consistency was widely attributed to management excellence. In reality, it was partially an architectural condition — a structural design of the earnings management and financial reporting systems that allowed GE to smooth earnings across quarters in ways that produced the appearance of extraordinary consistency.

This earnings management architecture produced genuine organizational alignment during Welch's tenure — the structural clarity of consistent quarterly targets gave the entire organization a shared performance standard that produced alignment without requiring constant management intervention. But it also created a structural dependency on the earnings management mechanisms that made the consistency possible — and a structural fragility that emerged when those mechanisms were no longer adequate to sustain the appearance of consistency under deteriorating underlying business conditions.

What Immelt Inherited — Architecture Failure or Execution Challenge?

When Immelt became CEO on September 7, 2001 — four days before the September 11 terrorist attacks that immediately devastated GE's aviation and insurance businesses — he inherited both Welch's architectural achievements and Welch's architectural fragilities simultaneously.

The GE Capital crisis — architecture failure. When the 2008 financial crisis hit, GE Capital's structural dependency on short-term funding markets produced an immediate and existential liquidity crisis. When those markets froze in 2008, GE faced the structural reality that its most profitable division had been built on a structural fragility that the favorable credit conditions of the previous two decades had made invisible.

Was this an architecture failure or an execution failure? The diagnostic method produces a mixed answer. The strategic direction — industrial companies need digital capability — was architecturally sound. The execution of the digital strategy — the specific investments made, the organizational structure created, the talent acquired, the timeline committed to — was genuinely inadequate in ways that execution improvement could have partially addressed.

But the most important dimension of the GE Digital failure was architectural — specifically the incentive architecture of the existing industrial businesses, whose performance management systems made genuine integration of digital capabilities with industrial operations structurally irrational for the business unit leaders who controlled the most important implementation decisions.

The portfolio management — execution failure. Immelt's decisions about which businesses to exit and which to retain — specifically the decision to sell GE's media assets (NBC Universal) while retaining and expanding industrial businesses in markets with deteriorating returns — reflected genuinely poor strategic judgment that is more accurately diagnosed as execution failure than architecture failure. The structural conditions of GE's portfolio management architecture did not require these specific decisions. Better execution — better strategic judgment, better market analysis, better capital allocation — would have produced different and better decisions within the same structural conditions.
